HP Pavilion ZV6000 Charging Problems

I have the HP Pavilion ZV6000 laptop and cannot understand why when charging through the mains the laptop does not charge at all, is this because the charger is broke (even thought the chargers LED is on) or is it because the laptop battery is dead? Please help as I need my laptop for school projects.
